Action plan 1 is the first of two action plans which are the accompanying documents of the Strategy of the Public Administration Reform. Based on the basic idea of the Strategy of the Public Administration Reform, it contains agreed actions, stipulated for six key policy areas in the public administration, in order to increase general capacities of the public administration.
Characteristic of the Action Plan 1 is all comprising approach; Council of Ministers and all the governments, relevant projects and activities of the donors have been taken into consideration and all of them were invited to give their contribution to drafting of the Strategy/Action Plan. Action plan gives guidelines to the international community and donors to identify projects in the area of public administration reform which should be financed.
Action plan 1 has as an objective development of capacities for efficient and coherent adoption of policies and coordination for fulfilment of public goals; building, strengthening/consolidation and harmonisation of general systems. In accordance with that, it identifies altogether 6 systems, i.e. reform areas. In that context, public administration reform as well, from the aspect of horizontal systems, starts from 6 areas:
