- The Public Administration Reform completely respects the constitutional order in BiH and in no way does it endanger the existing division of charges of the administrative levels.
- How much will the BiH Public Administration Reform cost?
- Public Administration Reform is a continuous process, whose financing has to be continuously planned by the budgets of all the administrative levels. For example, only for the training and the professional improvement of the civil servants, Action Plan 1 of the Strategy of the Public Administration Reform in BiH stipulates provision of 3% of the budget of every administrative level. Part of the money for the financing of public administration reform projects was provided by the international donors through the Public Administration Reform Fund, which has 4.5 million Euros.
- Is there a school for civil servants?
- There is a Faculty of Public Administration in BiH in Sarajevo, which entered the first generation of students in 2006/2007. At certain faculties of social sciences, students study the subjects such as Administrative Law and Public Administration.
- What Public Administration Reform implies?
- The objective of this reform is an establishment of the public administration which would be more efficient, more effective expenditure wise and more accountable for its work. Reformed public administration will work only on the basis of transparent and open procedures, with, at the same time, fulfillment of all the conditions needed for the European integrations. The PAR, among other things, stipulates simplification of administrative procedures, introduction of e-government, direct communication with citizens, development of human resources in public administration and almost 500 more activities in 6 systems of the public administration.
- Where and how the citizens can obtain the information on the work and charges of the institutions in BiH?
- The Freedom of Information Act in BiH provides all the citizens with the possibility to request in a regulated form the information from the area of expertise and on the achieved results of all the institutions in BiH. Besides, most of the institutions and administration bodies in BiH provide the citizens with a contact through an e-mail or forms on the web-sites.
- Will there be a simplification of procedures of issuance of documents and permits?
- Certain municipalities already computerized certain administrative procedures and within several minutes provide citizens with administrative documents, such as certificates and abstracts from the registrars. Action Plan 1 of the Public Administration Reform in BiH, by the end of 2010, stipulates the implementation of the most important priorities of the updated e-administration Strategy.
