Short description:

Overall objective

Final objective of this project is an increase in efficiency and effectiveness of budget management by designing and implementing modern Budget Management Information System (BMIS) in accordance with the best European practices.

Thus defined objective is at the same time compatible with the key objectives from the Action Plan 1 of the public administration reform, area of Public Finances:

PF2. Increase in efficiency and effectiveness of budget management, especially activities of budget management

PF2.1.6. Develop software for budget management, which is compatible with the treasury system.

Generally observed, the objective of the project is to have the BMIS implemented at the state level and the level of the FBiH, the RS and the BD.

Purpose of the project

The purpose of the project is design and implementation of modern BMIS system, based on centralised databases, which would be located in the Ministries of Finance, in a way that all budgetary institutions approach the budget preparation through online databases, implemented with state-of-the-art security system and backup.

Current condition points that total number of budget users is 272 at different levels, whose requests are still manually inputted in the Excel format respectively, so on that occasion there is a great possibility of mistakes when inputting data.

Implementation of a standard unified BMIS in all budgetary institutions, using the latest technology, is a cost effective solution that reduces the costs of managing and coordinating the operations of government finances, supporting the informed decision-making process in planning and resource allocation and in management of government funds.

Integration of information systems, in order to support the governments’ financial activities, is essential to facilitate the timely provision of information, needed for management and coordination of governmental financial operations.

Project Description

The intention is that government introduces the budget management information system which would be used for budget drafting in the whole BiH which would at the same time improve the contents of data, input and reporting and transparency with simultaneous strengthening of fiscal discipline in the country. Such model for budget management should be introduced, which would satisfy the current needs and at the same time could be improved to suit the future development of the government process of budget drafting.

Direct beneficiaries of the project are 272 recorded budget users, the Ministry of Finance and Treasury of BiH, the Federal Ministry of Finance, the Ministry of Finance of the Republic of Srpska, the Directorate for Finance of the Brčko District, the Public Administration Reform Coordinator’s Office.

Indirect beneficiaries are citizens and other persons and institutions who need the information on the budget of the public administration.
