The GIZ Program ‘’Strengthening of Public Institutions’’ was invited to the First International Conference on Quality and Efficiency of Institutions 2030 in order to present the systematic approach to quality management in public administration in BiH

The conference was held from 29 October to 1 November 2017 in Sharm El-Sheikh, Egypt. The representative from GIZ BiH, Tihana Puzić, has presented the preparations of the framework conditions for successful implementation of the quality management system, against the free choice of institutions – CAF (Common Assessment Framework) or ISO 9001 and ISO 27001. Puzić has emphasized the importance of a systematic approach in analysing the mandates of institutions dealing with quality management, by raising awareness about QMS, strengthening the capacities of civil servants, and commitment of the management in continuous improvement of the performance and the provision of public administration services in BiH. A particular emphasis was given on the successful cooperation between the GIZ Program for Strengthening of Public Institutions and the local institutions, which have shown great readiness for concrete actions in this field: the Public Administration Reform Coordinator’s Office (PARCO), the BiH Civil Service Agency and the BiH Institute for Standardization, as well as the institutions-members of the inter-institutional working group for quality management in BiH. It has been pointed out that the entity-level institutions, i.e. the Civil Service Agency of the Federation of BiH and the Agency for State Administration of Republika Srpska have been working actively on CAF implementation, with the support of entity-level governments and other donors.
