The members of the Joint Management Board of the Public Administration Reform Fund, at the session held today in Sarajevo gave an agreement for two new projects from the field of human resources management. These are the projects “Simplification and improvement of employment in the civil service” and “Development of electronic trainings for the needs of the civil service / administration in BiH”.

“Significance of introduction of competences in the process of selection of candidates i.e. selecting the right people for the jobs that need to be done is one of the most significant elements of organisation system such as the civil service, and at the same time it is an indicator of organisation culture. Introduction of competences is at the same time also an improvement of the administration system in BiH. The process of candidate selection would have to be led in a quality manner in order to achieve a professionalization of the civil service and so the work in the work places would be effective”, said Dragan Ćuzulan, public administration reform coordinator.

Objectives of the project “Simplification and improvement of employment in the civil service” is related, inter alia, with: development of methodology for assessment and application of the key competences in the process of employment, defining recommendations for more efficient and more effective initiation of the competition procedure, with quicker and cheaper application of candidates to the competition, capacity building of managers and human resources specialists in the civil service in BiH for implementation of the improved civil service employment methodology. Observed through the eyes of the institutions, the project stipulated quicker filling of vacancies in the civil service and further simplifications and savings for the applicants. One of the project outputs should be simplified and improved process of initiation of the competition procedure, observed through the time of implementation, quality assessment of priority competences and more active use of modern methods of candidate recruitment.

Purpose of the project “Development of electronic trainings for the needs of the civil service / administration in BiH” is establishment of efficient system of education of civil servants by application of information technologies through electronic learning, which is directed to development, promotion and widening of the best education practices in the civil administration, new programmes and courses for improvement of civil servants, more efficient cooperation between the civil servants, and development and exchange of experience by especially adjusted system of information provision.

The members who were absent from today’s session would additionally declare on these projects.

The agreement was also given to the Quarterly Report of the Public Administration Reform Fund for the period 1st April – 30 June 2016.
