The public administration reform coordinator in BiH, Dragan Ćuzulan, evaluated the public administration reform in BiH as bad, stressing that the country urgently needs the reformed and efficient public administration.

“The public administration reform in BiH is bad, and the outputs were not positive so far. What we currently do is an effort to correct the condition regarding the public administration reform”, said Ćuzulan in a media statement during the round table on the process of public administration reform, held in Mostar.

He reminded that Bosnia and Herzegovina has the last spot in the region regarding the public administration reform. Having in mind the expected average of the countries of the region 3.0, BiH is in the last spot together with Kosovo, having the average of 2.18, while the first spot is held by Slovenia with the average grade of 3.35.

Also, if we go a bit deeper in an analysis, e.g. to 10 pilot areas, having in mind all the west Balkans countries, observed through readiness indicators for membership by autumn 2015, and the progress achieved in the last 12 months (by October 2015), measured by marks 1 to 5, Bih would take there the last spot with mark 2.15, and would be worse even than Albania, Macedonia, Montenegro, Serbia and Turkey.

Clarifying the aforementioned, Ćuzulan said: “If we have in mind that the grades are 1 = early phase, 2 = certain level of readiness, 3 = certain progress, 4 = good progress and 5 = very good progress, it is clear that BiH with 1.5 has the lowest level of readiness for EU in the region even besides the achieved mild progress in the last 12 months by the autumn 2015, when the progress report of the European Commission was completed. For the EU, the most ready is Turkey, and Serbia has the biggest progress (3.3) with the total biggest average of both parameters. The best total progress belongs to Montenegro (3.3), and the worst belongs to BiH (2.15).”

From the other side, Ćuzulan stresses that the public administration reform is one of three key pillars that stem from the reform agenda, and which would have a very significant place in the process of EU accession.

Without the reformed and efficient public administration that would respond to the needs of the development and general progress, it would not be possible in BiH to do a serious job regarding accession of our country to the EU, pointed out the public administration reform coordinator in BiH.

“We are not satisfied with the condition in the public administration reform and there is a lot of work that has to be done there”, added Ćuzulan, who announced also the new Strategy regarding the public administration reform, which, in his opinion, would be a very important document that should give an incentive to enter serious reform interventions in the field of public administration.

The public administration reform, inter alia, stipulates also rationalisation of administration and efficient public administration, bearing in mind that it is the key how administration must answer to the needs of the development of the country.

Chairman of the Joint Commission for European Integration of the Parliamentary Assembly of BiH, Nikola Lovrinović, also agreed that BiH needs to have more efficient public administration, which in his opinion should be the same as in the EU Countries.

He said that BiH needs to be approximated to the European standards that are before it and which are expected to be met.

Regarding new employment in public administration at the level of BiH, Lovrinović stressed that there would be no new employment in public administration without a great need, which has been, as he said, accepted as a general behaviour.

Deputy Head of the OSCE mission to BiH, Alexander Chuplygin, stressed that since the Stabilisation and Association Agreement entered into force, all the institutions of BiH at all the levels invested significant efforts in implementation of the reforms in order to ensure that BiH remains on the path of integrations and meets its obligations.

One of the objectives of today’s round table was to point out the significance of implementation of necessary reforms in public administration in BiH, in order to ensure that structures of administration function on the principles of professionalism, and that they are more oriented to a quality provision of services to citizens, he said.
