The members of the Joint Management Board of the Public Administration Reform Fund, at the session held on Thursday in Sarajevo, accepted the proposal of the decision on award of the contract for implementation of the project “Implementation of Common Services for e-Services”.
The purpose of the project “Implementation of Common Services for e-Services” is building and establishment of the infrastructure necessary for efficient and rational implementation of administration services, through single points of contact and electronically.
For each administration level: BiH, the FBiH, the RS and BDBiH one pilot project would be implemented regarding design of online transaction service, so usability of the established infrastructure would be demonstrated.
The project stipulated implementation of one pilot electronic service for each administration level with implemented adjustment of “back-end” services and systems and provided availability of the pilot service through a single point of contact of the appropriate administration level. For BiH level it was foreseen to reach the highest possible level of maturity of electronic services from the competency of the Institute for Measurements, with the objective of enabling the citizens and businesses to submit online requests for receiving the services, to add electronic attachments, to pay electronically, to receive a term for implementation of a service, to receive information on the status of the case, and to receive requested certificates, specific decisions etc., electronically. For the level of the FBiH, it was foreseen to reach the highest possible level of maturity of electronic services of use of data and provision of services in the field of measurement and cadastre of real-estate (issue of a plan copy, copy of a property deed and request for division of properties) of the Federal administration for spatial planning and property-legal affairs. For the level of the RS, it is about the electronic service of reception of a digitalised land property deed, and for the Brčko District of BiH, reaching the highest possible level of maturity of electronic service of employment in public administration of the BD BiH, i.e. service for the citizens who would like to apply for a job in the public administration of the BD BiH.
Implementation of this project as well is directed to implementation of the overall reform objectives, defined through the Public administration reform Strategy.
