In a frame of the project "Design and Establishment of the Interoperability Framework and Standards for Data Exchange", financed from the Public Administration Reform Fund, on Wednesday, September 28, 2011, in the premises of the Public Administration Reform Coordinator’s Office in Sarajevo, consultations with representatives of the institutions from the level of the Council of Ministers of BiH and the Federation of BiH, encompassed by this project, have been held. Meetings have been organized by the Public Administration Reform Coordinator’s Office, in cooperation with the project implementer, Infodom d.o.o. from Zagreb.

The implementation of mentioned project has started on May 23, 2011, with the realization deadline of one year. Project beneficiaries are the Council of Ministers of BiH, the Government of the Federation of BiH, the Government of the Republic of Srpska and the Government of the Brčko District of BiH. Main objectives of this project are:

 

  • Networking and lower costs of the public administration institutions,
  • Harmonized and synchronized ICT development in the PA institutions,
  • Faster and more efficient serving citizens and business subjects through electronic services,
  • More précised and faster decision-making on the basis of quality information,
  • Participation in strategic development of BiH through encouraging electronic business.

By continuing a practice of consultations with the project beneficiaries, and on the trace of the previously held meetings in Brčko and Banja Luka, invited have been the representatives of the Supervisory team for the reform area of Information technologies, implementation team of this project as well as the representatives of the key institutions encompassed by the project. Therefore the meeting has been attended by representatives of the General Secretariat of the Council of Ministers of BiH, the Ministry of Justice of BiH, the Ministry of  Finance and Treasury of BiH and the Ministry of Communications and Transport of BiH as well as representatives of the General Secretariat of the Government of the FBiH, the Ministry of Finance of the FBiH, the Tax Administration of the FBiH, the Ministry of Justice of the FBiH and the Informatics and Statistics Institute of the canton Sarajevo.

The purpose of the meeting was increasing the institutional capacity for accepting the interoperability framework and for the implementation of this project at the levels of the Council of Ministers of BiH and the Federation of BiH. Besides that, the meetings have been imagined as a mechanism of consultations with project beneficiaries and collecting the necessary information for the further project activities.

In accordance with that, representatives of the project implementer have presented the project, its objectives, activities and their dynamics, with an accent to the results and effects expected from the project. Through the discussion, collecting of the information related to the issues important for successful planning and implementation of project activities. Some of the discussed issues have been related to the competencies for interoperability, implementation of recommendations from the European Interoperability Framework (EIF), priority e-services, public registrars, information systems, beneficiaries, legal framework that regulates the interoperability etc.

Besides the collected useful information, project beneficiaries have been introduced to the project details and contact information between them and implementers have been exchanged, which should result in an improved cooperation, better participation of representatives of institutions of all administration levels in the project activities as well as in creating the basis for a successful implementation, especially for the sustainability of results of the project "Design and Establishment of the Interoperability Framework and Standards for Data Exchange".
