During the first six months of this year, the institutions of administration in the BiH are fullfilled the 4.66% measures of Action Plan I of Public Administration Reform Strategy and overall implementation of the reform measures currently stands at 43.72%.

The greatest progress was achieved in the field of Institutional Communications: 58.21% and the lowest in the field of Information Technology: 32.26%.

At the government levels the greatest progress was achieved in the Brcko District and the Republic of Srpska and it is over 48%.

By establishing of the Central Unit for Information at the Brcko Distirct level and by the successful implementation of three projects in the field of Institutional Communication, progress in fullfilling reform measures, as compared to the previous reporting period, increased by 17.77 % percent. These three projects are: "Strategic Communication", "Education for Public Relation Officials“ and " Establishment of Info stands network“ which are financed by the Fund for Public Administration Reform.

The Public Administration Reform Coordinator's Office in the semi-annual report on the progress of implementation of measures from the AP 1, which was sent to the Council of Ministers for consideration, points to the fact that the low level of implementation is reflected in the lack of representation of AP1 measures in annual operational plans of government, long-term public procurement procedures , which complicates the implementation of projects but also insufficient amount of money that governments set aside for training.

Also, the formation of the Agency for Information Society of Bosnia and Herzegovina would be increased by the percentage of fulfillment of the reform measures.

Beside the progress reports, the semi-annual report on work and Fund's quarterly report for the Public Administration Reform for the period April – June 2010, were sent to the Council of Ministers. The Fund for Public Administration Reform has so far approved financing of 14 projects, of which three were completed and three are ongoing. The amount of all projects is 10,961,451.83 KM. Funds from the Fund have already been reserved for those projects, but the Office has initiated activities to provide and additional money to finance the Fund for Public Administration Reform.
