Nezavisne novine: The Council of Ministers of BiH has adopted less than a half of laws stipulated by its work program. Those are the laws, which were supposed to be adopted in the first six months this year.

"Deadlines for adopting the proposal law on civil property, promotion of small and middle companies, obligation relations, population census, veto of fascistic actions, missing persons, cultural heritage, de-nationalization and others are until June this year", has been stated in the Work program of the Council of Ministers of BiH.

In the reports on what has been done, these laws are not mentioned as realized. The Council of Ministers has planned, but has not adopted the laws on suppressing corruption, the office for combat against corruption, and changes of the Law on Prosecution of BiH, financing of political parties, missing persons, suppressing of use of narcotic drugs and gender equality.

The Council of Ministers of BiH has planned to adopt in the first half of year 62 new or changes and amendments of existing laws. According to the reports from sessions, only around 25 of them have been adopted.

"The laws on tobacco, free zones, accisses, bases of scientific-research profession, demining actions, veto of discrimination, changes of law on suppressing of money laundry, salaries and others have been adopted", has been stated in reports on work of the Council of Ministers of BiH.

Nikola Špirić, chairman of the Council of Ministers of BiH, says how realization of the work program of his government does not go easily and that he constantly warns the ministers that they must stick to the planned dynamics.

"Ministers have drafted the programs from their departments and now they should stick to them. I warn them on this all the time. We also have an additional problem, because the parliament returns to us the laws we adopt unanimously. I think this is not right. It is clear that we do not have a 100% realization, but I think that this year we are much better than the previous years", Špirić has said. He has added that he believes that by the end of the year the stage of realization of the Work program of the Council of Ministers will be satisfying.
