Nezavisne novine: The House of Representatives of the Parliament of the FBiH has yesterday adopted the budget of the FBiH for the next year in the amount of 1.6 billion KM, which is by about 240 million KM less than this year, and it obligated the Government of the FBiH to prepare a rebalance 90 days after the new year starts. Out of more tenths of amendments, the Government has accepted only the one by which 29 million KM assigned to the Ministry of Finance for "urgent interventions of the Government of the FBiH" transform into the running reserves, which have not been stipulated in the budget for the next year.

The Prime Minister of the FBiH, Nedžad Branković has thanked to the representatives on their readiness to work together and has asked them to withdraw all amendments, "because a packet of the budget would be hard to pack again". The House of Representatives has accepted the suggestion, but it has also adopted the conclusions by which it obligates the Government to prepare in 60 days the laws which enable the reduction of the budget charges and the proposal of the law on salaries and remunerations of the employed in administration on all government levels, and in public institutions.

During the discussion the representatives have expressed a list of comments, so the club of the Bosnian-Herzegovinian Patriotic Party (BPS) has asked for the revenues to increase by 237 million KM, which would, according to their estimation, be only a part of the budget funds which would be possible to withdraw from the "grey economy". The representative of the Democratic Action Party (SDA), Zijad Mušić has offered a list of ways to save the budget money.

"It should reduce giving to political parties, which sum three million KM, for cinematography three million KM, because that goes to private companies, and if we do not hire 380 persons stipulated by the budget, we will get around nine million KM", has been said by Mušić, by asking the Minister of Finance did the FBiH run out of the carcinomas and did the number of the ill war-veteran-disabled reduce because the lots for this reduction have been totally abolished. The representative Hafeza Sabljaković has asked if the lot for remunerations for work in commission can be reduced, and the chief of the club of the Socio Democratic Party (SDP), Nermin Nikšić has sued the Government that it has not respected the legal procedure for the budget adoption, which is the most important act after the Constitution, and warned on illogic in the document itself.

"Those who lack money will receive the assistance from the running reserves, which are zero", Nikšić has said, by grading that a lot related to the treatment of mentally disabled has been increased "surely because the needs for treating this category will increase with the budget as well".

Changes of the Law on the Budget Execution have been put out of inuring

To the suggestion of the chief of the Club of the Democratic Action Party (SDA), Ibrahim Nadarević, the House of Representatives has put out of inure the changes of the Law on the Budget Execution in the FBiH, which have been adopted a month ago, and have implied that the Government could without a rebalance change the intention of the budget funds.

Nadarević has also suggested that to the Law on the Budget Execution of the FBiH for the next year become returned the priorities for payment the same as the ones from the previous years, but until concluding this number of “Nezavisne", the representatives have not voted on this.
