Nezavisne novine: SARAJEVO – The Government of the FBiH in 2007, from the ongoing reserves of the budget, only for cars provided around 400.000 KM. This was established by the Office for Audit of the Institutions of the FBiH.

According to the findings of the auditors, the Government of the FBiH, during the last year, to various commissions paid around 264.000 KM, but in greater number of cases there were no reports on the executed jobs. The auditors state that around 37 million KM of the ongoing reserve of the Government of the FBiH was spent without special criteria, and the Parliament was not reported to every six months on the spending.

Audit report is related to the work of 16 ministers in the Government of the FBiH and 60 officers of the Expert Service. As auditors reported, ministers and officers, in 2007, for salaries and remunerations spent around 3.2 million KM, for official’s provision 266.200 KM, for travel expenses 112.000 KM, and for fuel, “which was not procured in accordance with the Law on Public procurements”, 37.216 KM. Auditors established that for overtime 48.822 KM was spent, without special records from which it could be seen that that work was needed ant that it has been done. Also, they report that advisers of the prime minister and deputy prime ministers they them selves sign the records on time spent at work, “which provides for mistake and setbacks when calculating the salary”.

For grants to the lower levels of authority and societies 6.3 million KM has been awarded, but some of the ministries which awarded grants did not report to the government on expenditure of the money. For auditors, questionable is that grants for building of monuments to the veterans of the Army of BiH and the Croatian Council of Defence (amounting to 630.000 KM), were transferred for the Croatian Council of Defence to the accounts of societies whose names were submitted from the Office of the President of the FBiH, and for the Army of BiH they were transferred to the Fund for Building and Maintenance of the Cemeteries of Fallen Soldiers of the Sarajevo Canton.

Auditors noted that 500.000 KM for building of marina in Neumu was not spent, and they report that they received an explanation that that money was never asked when the budget was planned. For auditors, this year as well is questionable the amount of 560.981 KM, for which the Government of the FBiH few years ago gave the guarantee to the Bor bank, which in turn gave five loans for apartments to Abdulah Sidran, Amila Bakšić, Gavrilo Grahovac, Dubravko Lovrenović and Mustafa Pamuk. They deem it is necessary to record the money which was given to the Bor bank.

The Government of the FBiH had objections to these findings, but they did not substantiate them with evidence, said auditors in their report.

Three million to East RS

Prime Minister of the RS, Milorad Dodik, with the Mayor of the Municipality of Rudo, Milko Čolaković, yesterday signed the Protocol on award of three million KM for development of the eastern part of the Republic of Srpska.

Čolaković said that those assets will be used for building the waterline Goleš – Uvac, building the heat installation in the building of the Elementary school “Boško Buha” in Štrpci and Mioče and for asphalting of local roads and town streets.

For “Sessions without paper” around 370.000 KM

The Government of the FBiH last year spent around 370.000 KM for realisation of the projects “Government without Paper” and “Sessions without Paper”, but equipment for realization (computers and software) was not procured in accordance with the Law on Public Procurements, auditors established. They clarify that when computers were to be procured the tender was published, the selected bid was not the most favorable, the bidders were notified on selection of one of them, and then from the selected bidder equipment different from the one from the bid was asked.

“According to the information on economic justification of the project, which was made by the Institution for Programming of Development in the FBiH, it was about the project whose objective was to ensure more quality services to the citizens and business subjects, and which presents one of the priorities of the Strategy of the poverty reduction, adopted by the Council of Ministers of BiH”, auditors wrote.
