Nezavisne novine: The House of Representatives of the BiH Parliament finally adopted the law which for the first time raises the salaries of the employees of the state institutions. Parliamentarians decided to exclude their own salaries from the raise of salaries, so the highest salary will be the one of the members of the Presidency of BiH, as was told to us by the chairman of the BiH Parliamentary Commission for Finances and Budget, Sadik Bahtić, amounting to 5.000 marks.
They are followed by the chairperson of the Council of Ministers, who will have around 4.700 KM, followed by the deputies, state ministers and their deputies and assistants and directors of state institutions. The essence is that the basis for calculation of the salaries is doubled from 240 to almost 500 KM – said Bahtić.
Double basis
He adds all the employees in state institutions will have significantly higher salaries and they will be between 2.000 and 4.000 KM, depending on the quotient. For realization of this law more than 50 million KM will be needed, and those assets have already been provided in the budget of BiH. Its application will start immediately after adoption in the House of Peoples and publishing in the “Official Gazette”.
Head of the SDA Caucus in the Parliament of BiH, Bakir Izetbegović, says that he is satisfied that BiH got a law like this, although amendments of this Party which required increase of quotients and salaries for the police officers and employees of the Indirect Taxation Authority of BiH were not adopted.
We will improve salaries for 22.000 employees of the state institutions, for the police, army, border police, employees. The SDA thought that salaries for the police should be increased even more, but our amendments were not adopted. I see that it caused dissatisfaction of the workers in the Border Police and the ITA BiH, who have small incomes in relation to the colleagues in entities and cantons – said Izetbegović.
Stop the drain
According to him, although it is about the increase in public expenditure, BiH needed a law like this because of functioning of the state institutions.
This should stop the employee drain from the state bodies, because people go where the salaries are better, in entities and cantons. I am glad that people have salaries increased after seven-eight years, because salaries were increased several times on lower levels of authority – said Izetbegović.
Salary of the state police officer 899 KM
Basic salary of the state police officers, for whose amount the unions expressed dissatisfaction, will amount to 899 KM, including the special provision of 35 per cent.
For comparison, quotient for calculation of the salary for the member of the Presidency of BiH is 10, and for ordinary police officer 1.29. The amount of the basic salary is calculated when the basis of around 500 KM is multiplied by the quotient.
