Nezavisne novine: SARAJEVO – Connecting of the Secretariats of the Council of Ministers of BiH, the Governments of the RS, the FBiH and the Brčko District for the purpose of the best possible exchange of information is one of the projects within the public administration reform, whose implementation is ongoing.

This has been confirmed to the "Nezavisne" by the Public Administration Reform in BiH Coordinator, Nevenka Savić, pointing out that this reform is one of the key conditions for further trip of BiH to the EU.

"Up till now nobody knew what the other was doing, so this is a great step forward. It is foreseen that the Secretariats exchange the information on agendas and conclusions on a regular basis. The information flow will provide for more efficient work and adoption of better legal solutions”, pointed out Savić and said that it has been agreed that secretaries of the governments sign the document which would define the forms of cooperation.

Within this reform, ongoing is the implementation of the project of human resource management, which would improve the procedures during employment.

"The plan is to have the same standards on all the levels of government during the selection and recruitment, to have a better and more detailed job descriptions etc", said Savić. She said that with strengthening of state institutions one can feel the lack of civil servants, and that the measures from the Action Plan 1 stipulate the mobility of the employees, meaning the transfer from one level of authority to another.

"For the evaluation of the work on this reform, the most relevant is that the European Commission in a recent report said that the obvious improvement has been made", stressed Savić.

Training of civil servants according to unified standards

According to Savić, drafting of the feasibility study in relation to the establishment of the Public Administration Institute is nearing the end.
"That is a measure stipulated by the Action Plan for this reform. The UNDP examines the possibility and the need for the establishment of this institute, which would train the civil servants according to the unique programmes", said Savić.

 

BiH initialed the Stabilization and Association Agreement in December, and the Public Administration Reform has been marked as one of the priorities for signing of this agreement. In that sense, as Savić said, it is needed to continue implementing the activities from the Action Plan 1.

"We would all want that the reform is going faster, but with us, the procedures and coordination take a lot of time", pointed out Savić.

She confirmed that the governments of the RS and the FBiH appointed one officer for cooperation each, with a goal of improvement of work.
